Once again this year, the Proconsul graciously grants permission for the Feast of Saint Anne to be held in the center of Plouanna.
The Proconsul congratulates the people of Kembac on their docility. He nevertheless wishes to remind them that this authorization may be revoked at any time, that he is under no obligation to grant it, and that he may still—up to the very last second, and even during the festival itself—decide to change his mind at will.
